Harold "Lynn" Milicia was born to Donald H. Milicia and Jeanene Kay Dewitt Milicia in Richland on July 9, 1966. He died as a young father at his home in Richland on September 21, 1996.

Lynn graduated with the Class of 1984 from Richland High School.

He enlisted in the U. S. Army on September 4, 1984 and was discharged on June 29, 1987.

Lynn was a dispatcher for P&K Towing.

His brother is Carl Milicia ('78) (Renee).

Burial was at Sunset Memorial Gardens in Richland.
